FCE Projects Ltd is a specialist civil engineering contractor, delivering complex works across the Northwest England and North Wales, with a strong focus on power and energy infrastructure—particularly in partnership with SP Energy Networks (SPEN) and other key clients. As part of our continued growth, we are seeking an experienced and commercially driven Commercial Manager to join our senior team. 


This is a pivotal role, providing commercial leadership across multiple projects and ensuring that financial performance, contractual compliance, and risk management are effectively controlled from project handover through to final account.

The Role 

The Commercial Manager will act as the financial and contractual guardian of our projects, ensuring profitability, managing risk, and supporting operational delivery teams to achieve successful outcomes. 


The role reports directly to the Directors and plays a key part in shaping the commercial strategy of the business.

Key Responsibilities 

Commercial & Financial Management 

  • Lead the preparation, management and monitoring of project budgets and cash flow 
  • Identify cost-saving opportunities and drive project profitability 
  • Oversee applications for payment, valuations, and final accounts 
  • Provide accurate and timely financial reporting to Directors and senior leadership 


Contract & Risk Management 

  • Manage all contractual aspects across projects, including NEC contracts 
  • Lead on contract interpretation, negotiation, and dispute resolution 
  • Identify commercial risks and implement early mitigation strategies  


Procurement & Supply Chain 

  • Oversee procurement activities and subcontractor selection 
  • Negotiate best-value agreements while maintaining quality and reliability  


Quantity Surveying & Project Controls 

  • Manage day-to-day commercial operations, including variations, compensation events, and early warnings 
  • Lead on monthly applications, cost tracking, and client reporting 
  • Ensure efficient management of project costs through to final account

FCE-Specific Responsibilities 

  • Deliver commercial oversight across infrastructure and industrial projects 
  • Manage and administer framework contracts and schedule of rates 
  • Prepare and analyse target cost/pricing models based on framework rates 
  • Provide commercial input on design & build projects, including value engineering at design stage 
  • Oversee small works programmes, including secondary substation works, from pricing to invoicing 
  • Maintain strong, professional relationships with key clients—particularly SP Energy Networks, which forms a significant proportion of FCE’s workload 
  • Collaborate closely with the Operations Management Team to ensure alignment between commercial and delivery functions

We are looking for a proactive, collaborative, and commercially astute professional who can operate effectively in a fast-paced infrastructure environment. 


Essential Requirements 

  • Proven experience in a commercial management, quantity surveying, or similar role within construction/infrastructure 
  • Strong working knowledge of NEC contracts 
  • Excellent financial and analytical capability 
  • Demonstrable experience managing contracts from tender handover to final account 
  • Strong communication and negotiation skills 
  • Ability to build trusted relationships with clients and internal teams 


Desirable Experience 

  • Experience working on power, utilities, or substation projects 
  • Familiarity with framework-based delivery models and schedule of rates 
  • Experience in design & build environments and value engineering
